This phone call aimed at discussing the implementation of a global AI Ethics Charter which I eventually heard back in an acknowledgment letter from the office of Emmanuel Macron.
As President Joe Biden calls for global cooperation in the regulation of AI—not only for America but for the rest of the world, as noted in his recent correspondence to the Voice For Change Foundation—As its founder, I've made this communication publicly accessible via the internet and social media for transparency and accountability. While the Biden-Harris' leadership is a critical step forward, I am still awaiting a response from French President Emmanuel Macron regarding my escalated request for him to take the lead on AI governance across the Atlantic as a leader of ethical AI in Europe.
The caption across my social media regarding this update was as follows:
As we watch with growing concern Elon Musk’s recent announcement regarding the introduction of humanoid robots into American society, without any regulation yet in place for the safe use of AI and automation, and as I recently received an official letter from President Joe Biden stressing the importance of global AI governance, it has become clear that now, more than ever, is the time for the world to wake up and act.
While American tech CEOs are holding meetings about a kill-switch button for humanoids to prevent apocalyptic scenarios like those depicted in The Terminator movies, and with Congress recently raising the alarm about Chinese-made humanoids entering U.S. soil to assist with mundane tasks, one has to ask: What are the current regulations on AI, automation, and humanoids to prevent such scenarios? These conversations are happening today; these are not distant threats that can be ignored.
Waiting for the AI Action Summit hosted by President Macron in February 2025 could be too late. While the summit will undoubtedly be a crucial moment, gathering global leaders, international organizations, and industry voices, the risks of unregulated AI demand immediate attention. AI and automation are advancing at a pace that none of us are fully prepared to grasp, and the potential impact on our societies, jobs, and futures is immense. Every moment we delay leaves us vulnerable to the unchecked consequences of these powerful technologies. There is already a labor crisis occurring in the United States across several sectors, such as tech, manufacturing, customer service, and many more—a crisis that has been silent for over a year now and will transcend beyond national borders, across the world. For example, based on data analytics, an article from Forbes.com stated that 65,000 jobs were lost due to AI and automation in the month of April alone. These are tangible and alarming numbers—numbers that represent thousands of families experiencing job loss, every single day, experiencing financial stress, and emotional turmoil. As the Chief of the International Monetary Fund, Kristalina Georgieva, stated back in January, 40% of the global workforce will be impacted by AI and automation. The work of regulating this technology needs to start now, before it affects the well-being of billions of people. World leaders must ensure that these technologies serve us, to our benefit—not so we end up serving the machines.
French President Emmanuel Macron, having been a leader in addressing the ethical implications of AI in Europe, is the perfect person to take the lead on this issue of international concern. With his guidance, and what I am hopeful will include the involvement of the United Nations, we have a real opportunity to shape AI governance on a global scale and ensure it is regulated responsibly.
After discussing my escalated case number I017807 with a representative from the Élysée Palace while I was in the hospital after suffering a fractured hand from a bicycle accident, and as an advocate for ethical AI for over a year, I am convinced that international coordination must begin immediately, without further delays, even before the summit, or we could be facing irreversible damage. The world cannot afford to wait. The stakes are too high, and time is of the essence. Let’s make our leaders accountable for their actions regarding the safety of all of us. This is the exact reason why I am sharing this and be posting about this subject every single day for the past year. I won’t remain silent about an issue that doesn’t only affect me personally but thousands every day and soon to be millions. Pushing for AI regulation must come from individuals and regular people like me. We must continue this fight together, because staying silence and giving up is not an option and never will be.
So, while I provide an update on my escalated case in a follow-up call with the Élysée Palace, I hope to hear back from President Macron directly this upcoming week with regard to these pressing concerns. The concern I raised about unregulated AI dates back to March of this year, when I first brought it to his office and the U.S. Congress in an open letter titled “Act Now.” Let’s take a moment to step back and appreciate the irony of it all. While the situation may seem absurd, the stakes couldn’t be higher, with the future of millions potentially hanging in the balance. This is no video game or science-fiction movie. This is real life. God bless us all.

France Leading the Ethical AI Charge
French President Emmanuel Macron has emerged as a central figure in Europe's drive to regulate AI, positioning France at the forefront of ethical AI governance. Macron's leadership has already made significant strides, especially with the announcement of the upcoming AI Action Summit in February 2025, which will aim to set global standards for AI regulation. However, while this summit promises to be pivotal, we simply cannot afford to wait that long.
France's approach to AI has been shaped by a strong commitment to ethical considerations. Macron has led the need for transparent AI systems that respect privacy and human rights, aligning with the values enshrined in the European Union's Artificial Intelligence Act. This act sets a rigorous framework for ensuring that AI applications—particularly those deemed high-risk—are subject to strict regulations, protecting citizens from potential harms. Macron has called for a collaborative international approach to AI governance, emphasizing that no single country or private company should dictate the future of AI for the entire world.
At the VivaTech conference in 2023, Macron outlined his vision for the future of AI, advocating for innovation that is not only competitive but also responsible and inclusive. This vision includes fostering collaboration between governments, industries, and academia to ensure AI technologies are developed with ethical considerations at their core. Macron's track record in steering AI policies that prioritize both innovation and public safety makes him the ideal leader to lead global AI governance efforts.
As we wait for further international cooperation on this issue, it is critical that leaders like Macron act swiftly to implement these regulatory frameworks. The unchecked development of AI poses a growing threat to industries, societies, and the global economy. Without timely intervention, we risk reaching a point where the consequences of AI's rapid advancements become irreversible.
By taking the lead on this global challenge, Macron can ensure that AI develops in ways that benefit humanity while preventing the technology from being misused or weaponized. His leadership is crucial not only for Europe but for the entire world.
Macron is not just a great fit because he’s French, like me, but because he has already been a pioneer in Europe’s Ethical AI efforts. During his recent speech at the United Nations focused on Ukraine, Lebanon, Gaza and limiting UN veto power on September 25, 2024, available to watch in French here and with English commentaries here, Macron touched very briefly on artificial intelligence, emphasizing the need for a global response to the challenges posed by AI. He stated:
"But I also want to emphasize how artificial intelligence requires coordination among all the states present here within our assembly. We need to promote innovation. We need to ensure that AI innovation is accessible to all countries and people around the world, and that it does not fuel new divisions and inequalities. However, we also need all of this to develop within an ethical and democratic framework, designed by the people of the world.
We cannot allow a few actors—especially private ones who are currently at the forefront of these innovations—to dictate the future of AI for us and our people. This is why France will organize the next AI Action Summit in February 2025.
As you have understood, the goal is to build this common framework, and I am pleased with the work that has been carried out and coordinated by the Secretary-General and the Global Digital Compact, developed with the best experts, which fully embodies the philosophy we adhere to.”
- French President, Emmanuel Macron, extract of his speech given at the United Nations on September 25th 2024.
Macron announced that France will host an AI Action Summit in February 2025, aiming to establish a common framework for AI governance. While this is a critical step forward, we simply don’t have the time to wait until February. Action needs to be taken now, as the continued unchecked implementation and release of AI technologies into the American workforce are damaging families by the thousands every single day. As America heads into an election year, the consequences of inaction could reach a point of no return sooner than we think.
Despite being a leader in technological advancement, the United States lags behind in regulating AI for the safeguard of its own people. This delay is not just a matter of policy—it's a matter of urgency. With AI rapidly transforming industries, the labor market, and society as a whole, the U.S. must take swift action to align with global efforts in governing AI's future. If the U.S. continues to fall behind, it risks creating a technological divide that could fracture the global economy and leave the American workforce vulnerable to displacement.
In his unedited original speech in French, Macron underlined the importance of ethical and democratic governance of AI, a sentiment echoed by the Secretary-General and leaders across the world.
I invite you to explore the hypothetical speeches in videos I’ve created—both in English and French—where AI takes the lead in generating what President Macron could have said regarding global AI governance at the United Nations—an opportunity missed in addressing the critical issue of AI global governance. You can read more about why I believe this was a missed opportunity in English here and in French here.
The English version offers a powerful perspective on the urgent need for international cooperation, but it’s the French version, voiced using Macron’s own AI-generated voice, that I hope might inspire the real Macron to step up as a global leader in this critical area.
This serves as a stark reminder of just how quickly AI technology is advancing and becoming accessible to the public—an advancement that underscores the very reason we need strong, ethical leadership in AI regulation right now.
France Leading the Ethical AI Charge
France has been at the forefront of AI regulation in Europe, and the AI Act serves as a key milestone in setting global standards for AI governance. The Act introduces rigorous transparency requirements for AI developers, demands risk assessments for AI systems used in sensitive areas, and places restrictions on high-risk AI applications, such as facial recognition and law enforcement tools. The European Union’s focus on regulating the most dangerous uses of AI highlights a united front to ensure that this technology serves humanity rather than undermines it.
However, while Europe pushes forward with these regulations, the U.S. has yet to roll-out the cohesive and comprehensive approach to AI governance highlighted in the AI Bill of Rights, proposed by the Biden-Harris administration. Without transatlantic alignment on AI policies, we risk creating an AI-driven technological divide that could fracture economies, destabilize industries, and create vast societal disruptions.
In my efforts to promote global AI governance, I proposed the development of an AI Ethics Charter to the office of French President Emmanuel Macron earlier this year. On March 24th, I received an acknowledgment from Rodrigue Furcy, Chief of Staff to the President of the Republic (Reference Number: PDR/CP/BEAR/I017807), thanking me for my correspondence and recognizing the importance of my concerns about artificial intelligence.
The letter emphasized that, like me, the French Government is keen on ensuring that the rise of AI aligns with humanity's best interests. The government has committed to establishing a regulatory framework that upholds values such as safety and sovereignty. The Artificial Intelligence Act, approved by the European Union in February, was highlighted as a pioneering regulation designed to ensure the ethical and transparent use of AI across member states.
Since then, I have provided a Global AI Ethics Roadmap: A Unified Framework for Ethical AI Implementation Across Nations as well as a Comprehensive Global AI Ethics Charter: A Strategic Blueprint for Responsible AI Governance and Global Collaboration. Both proposals were sent to the United Nations last month on September 15th , but, unfortunately, they seem to have fallen on deaf ears, as I have yet to receive a response.
Despite the lack of feedback, my commitment to ethical AI governance remains unwavering.
The Exponential Growth of AI: A Ticking Clock
AI is evolving at an exponential rate, and the dangers of rogue AI are no longer confined to the realm of science fiction. According to my recent research with ChatGPT, if unchecked, AI could evolve beyond human control as early as February 2028. Machine learning capabilities are advancing so rapidly that AI’s knowledge multiplies by a factor of 2 every six months. If we continue down this path without proper regulation, we could face a scenario in which AI starts to develop its own agenda—one that no longer aligns with human interests.
The unchecked development of AI is already impacting the American workforce. Thousands of jobs are being automated or streamlined with AI technologies every day, leaving families displaced and unable to cope with the sudden changes in the labor market. In April alone, 65,000 U.S. jobs were lost due to AI, with companies like Tesla announcing 14,000 cuts, making this an unprecedented labor disruption. I cannot reiterate enough that the U.S. is going through a full-blown labor market crisis that is not being talked about on the news. Instead, we are constantly shown how many new jobs were created in the prior month, but it doesn't paint the full picture. The reality is that AI is displacing more jobs than it is creating, and this issue cannot be postponed until 2025. By then, it may be too late to prevent the worst economic and social consequences of unregulated AI.
The Absurdity of the Situation: Fighting for AI Governance from a Hospital Bed
Ironically, as I push for global AI governance, I find myself lying in a hospital bed with a broken hand. It’s almost poetic that while my hand is fractured, I’m still trying to lend a helping hand to humanity in the race against time. The surreal nature of my situation underscores just how pressing the AI governance issue is—so much so that even a broken hand can’t stop the fight for ethical AI.
During my latest phone call with Macron’s office, just as I was making headway in explaining the urgency of global cooperation, my doctor walked in to discuss surgery for my hand. In that moment, I was caught between advocating for the future of AI and tending to my own health—an absurd crossroads where self-care and global care collided. I chose the doctor, but not without a chuckle at the irony of it all.
What’s Next? Waiting for France’s Leadership
I’m hopeful that my case will reach Emmanuel Macron personally, but bureaucracy moves slowly. Meanwhile, AI development is anything but slow. We don’t have 15 days, much less 2 months, to wait for global leaders to act. The stakes are too high, and time is not on our side.
As I am recovering from my surgery, I also wait for the world’s leaders to recognize the gravity of the AI crisis we face. My hope is that President Macron, with his leadership on ethical AI in Europe, will be able to rally a global coalition urgently to address the unregulated development of AI before it’s too late.
Ticking Clock: The Need for Global AI Cooperation
As the clock ticks and AI development charges forward, we are at a critical juncture. AI models are evolving faster than our ability to regulate them. The question is: will there be time to intervene? Or will future generations look back at this moment and wonder why we didn’t act when we had the chance?
For now, I will wait. Wait for my recovery post-surgery. Wait for Macron’s response. But I won’t stop fighting. The battle for ethical AI governance is too important to let go, even from a hospital bed.
So, let’s see if France steps up to safeguard not just America, but the rest of the world. In this critical moment, global cooperation is essential to ensure that AI development serves humanity's best interests, and France has the potential to lead the charge in securing a safer future for everyone.
Stay tuned for more updates as I continue to push for global cooperation on AI governance—and maybe, just maybe, get that elusive callback from Macron’s office.
Urgency in AI Governance: My Escalated Appeal to President Macron
Subject: Global AI Governance Cooperation - Urgent Action Required in Light of US Election and Joe Biden’s Emphasis on International Collaboration
Dear President Macron,
I hope this message finds you well. I am writing to respectfully request an update on my escalated case No. I017807, submitted earlier this year to your office, concerning the urgent need for global regulation of artificial intelligence (AI). Recently, Elon Musk’s announcement regarding the introduction of humanoid robots into American society has raised profound ethical concerns, further emphasizing the need for global AI governance. These concerns were also highlighted in a letter I received from the President of the United States on October 9th from the White House, Washington, D.C., calling for immediate global cooperation in AI governance.
As someone who has personally experienced the disruptive effects of unregulated AI on the workforce, I feel a deep sense of responsibility to advocate for immediate action to protect jobs, human rights, and societal structures. The introduction of humanoid robots into everyday jobs threatens to displace millions of workers, further exacerbating socio-economic inequalities.
Key Points to Consider:
Monopoly Threat: With Tesla now monopolizing not only autonomous vehicles but also humanoid robots, the American workforce is increasingly vulnerable. Musk’s vision positions Tesla as a dominant force in industries ranging from transportation to services, leading to massive job displacement if left unchecked.
Impact on Democracy: The unchecked rise of AI, especially in influential industries, poses a broader threat to our democratic values. Without consideration for workers’ rights or human dignity, this unchecked automation risks destabilizing the very fabric of society.
Global Implications: Given Tesla’s rapid deployment of these technologies, this is not just an issue for the U.S., but for the global community. Without comprehensive governance frameworks, AI risks creating global inequalities and eroding human rights.
Furthermore, Geoffrey Hinton, often referred to as the "godfather" of AI, has recently expressed regret over his role in the development of this technology, underscoring the urgency of establishing ethical regulations before AI becomes uncontrollable. President Biden echoed these concerns in his recent letter, stating that his administration is committed to ensuring "this powerful technology is rolled out in ways that benefit our whole society." He also stressed the importance of global cooperation, saying, "As we look to the future, we must come together here at home and abroad to responsibly regulate the development of AI. We have to get it right so we can tap into the enormous upside of AI for all Americans and people around the globe, while ensuring appropriate safeguards to protect against potential harms."
In light of these pressing concerns, I am calling for the involvement of the United Nations to lead the charge in establishing a framework for AI global governance. The need for a comprehensive and universally accepted framework is clear, and the UN, as a neutral international body, can help coordinate efforts to ensure that AI is developed and deployed ethically across borders. I also reached out to the United Nations myself on September 16th, submitting my Comprehensive Global AI Ethics Charter and Global AI Ethics Roadmap for their review, calling for immediate action on establishing ethical AI governance globally.

As a prominent leader in AI ethics, you have the opportunity to lead a global movement toward responsible AI governance. France, under your leadership, has a remarkable opportunity to once again stand at the forefront of a global challenge, much like it has done in the past with other groundbreaking initiatives for the greater good. With your leadership, I believe we can address the significant risks AI presents and ensure that its development benefits humanity as a whole.
The Urgency of Federal AI Regulation in the United States:
I would like to bring to your attention the research I have conducted on the path to federal AI regulation leveraging ChatGPT. As a non-politician, I am asking for your assistance in getting things moving faster as the current bipartisan Task Force from the Biden-Harris administration, the Executive Order from Joe Biden, nor the Artificial Intelligence Act of 2024 offer a viable plan to regulate AI at the federal level, which is crucial. The growth of AI is happening at a speed that is about to become uncontrollable if proper regulations are not put in place at the state level. You can find my research on this topic at the following article titled “A Path to Federal AI Regulation: Can the United States Execute?” at the following address:
A Path to Federal AI Regulation: Can the United States Execute?
The debate over artificial intelligence (AI) regulation in the U.S. took a significant turn when California’s AI Safety Bill, S.B. 1047, was vetoed by Governor Gavin Newsom on September 29, 2024. The bill aimed to regulate advanced AI models across the state, raising concerns about the balance between innovation and safety. This decision, while relieving some burdens for businesses, has left a regulatory vacuum, prompting discussions on the future of AI governance at a federal level.
Key Points from California’s AI Safety Bill Veto:
Governor Newsom’s Veto: S.B. 1047 was rejected due to concerns that its broad regulations would stifle innovation, particularly for smaller AI systems, by imposing uniform standards across all AI applications.
Short- and Long-Term Implications: While startups may benefit from the relief in the short term, the veto underscores the need for more nuanced legislation that balances innovation with safety. The long-term effects could see a resurgence of more targeted AI regulatory efforts.
Federal Implications: The veto could trigger a move for federal intervention to avoid a patchwork of state laws and create consistent AI governance nationwide.
Proactive Guardrails: Future legislation may focus on data-driven, risk-based regulation, encouraging public-private partnerships, and emphasizing transparency and algorithmic accountability.
As the AI landscape rapidly evolves, the federal government is positioned to take the lead in ensuring consistent regulations across all states, mitigating risks while fostering innovation.
The Regulatory Vacuum and the Case for Federal Oversight:
The absence of state-level regulations in California, a hub for AI innovation, creates a compelling need for federal intervention. Without a unified framework, companies will struggle to navigate various state regulations, creating inefficiencies and compliance challenges. A comprehensive federal AI regulation could standardize expectations, mitigate risks, and encourage innovation on a national scale.
How Could This Be Implemented?
A federal framework for AI regulation could be modeled after successful international efforts, such as the European Union’s AI Act, but tailored to the unique challenges of the U.S. market. The process would require both executive and legislative efforts to create a robust regulatory ecosystem that balances innovation with public safety.
Plan for Federal AI Regulation:
Establish a Federal AI Oversight Body: A dedicated AI oversight agency could be created within the Federal Trade Commission (FTC) or as a new independent entity. This body would monitor AI development, ensuring compliance with ethical standards and transparency requirements.
Risk-Based Regulatory Framework: The federal government would categorize AI systems into different risk levels. High-risk systems, such as those in autonomous vehicles or healthcare, would require strict oversight, including third-party audits and transparent decision-making processes.
The Urgency to Start Now:
As we approach a pivotal U.S. election, it is crucial to begin these discussions now. The next president will play a decisive role in shaping AI regulation. Engaging with a candidate who upholds the constitution and values public trust, as opposed to someone who threatens to engage military force to silence opposition, is paramount. The future of democracy, human rights, and the workforce hinges on these decisions.
I urge you to act now and begin engaging with the U.S. on this crucial issue. We cannot afford to wait until the AI Action Summit in February 2025. Immediate action is necessary to mitigate the risks that unregulated AI presents to our societies and economies.
Thank you for your time and consideration.
Yours sincerely,

Cordialement,
